The Center is a division of the United States Weather Service and besides warnings, it also issues watches, advisories, discussions and statements in regard to cyclones building over the Central North Pacific Basin. The Center is located in Honolulu, Hawaii and officially started functioning from the 1970 season when it replaced the previous forecaster, the Joint Hurricane Warning Center.
