There was a time when the rich people hardly paid income tax. There are certain loopholes in the taxation system, which allowed people earning high income to get special tax benefits. Using these benefits some of the people in the high income bracket paid no tax at all. It was obvious that people in the low-income group who had to pay taxes were annoyed at these benefits. While they had to pay the taxes, the ones who were earning more were virtually let of the hook. Alternate minimum tax (AMT) was created with the aim of bypassing the tax benefits that the rich were exploiting.
