Janet Napolitano was born in New York City. Her parents were Jane Marie Winer and Leonard Michael Napolitano. Her father was the Dean of the University Of New Mexico College Of Medicine. She partially possess Italian heritage on her father's side. She was brought up in the manner of a Methodist in Pittsburgh, Pennsylvania, and Albuquerque, New Mexico, from where her graduation from Sandia High School in 1975 was done and she was voted Most Likely to Succeed.

Janet Napolitano had started her professional career as a Phoenix-area prosecuting attorney and as the U.S. Attorney for the District of Arizona. Among her siblings was her younger brother named Leonard Napolitano and among her good friends was David Addington, who would become legal counsel to and then chief of staff for Vice President Dick Cheney.
