The son of Roy Eugene Baldwin, a former two-term Pennsylvania Republican State Representative and Cynthia Laulani Baldwin, a high school mathematics teacher Andy Baldwin was born on February 5, 1977 in Lancaster, Pennsylvania. Andy Baldwin graduated from Manheim Township High School as a valedictorian in 1995.He took part in all school sport activity-basketball, tennis, football, baseball and was an All-American swimmer. He had his own lawn mowing business to earn money for college education and saved $25,000 before graduating. His family taught him strong work ethics. He got a degree in Biology with special emphasis in genetics from Duke University where he was a member of the Navy Reserve Officer Training Corps.

In 1999 Andy Baldwin graduated magna cum laude from Duke University. After graduation he joined the US Navy and gained the rank of lieutenant. After completing medical studies at UCSF he became a surgical intern at Naval Hospital, San Diego In 2003.
